On 24th October 2024, Tanzania’s Rural and Urban Roads Agency (TARURA) signed eight contracts for the construction of more than 168 kilometers of roads in the Dar es Salaam Region.
The agreements cover the municipalities of Dar es Salaam City, Kinondoni, Ubungo, Temeke, and Kigamboni.
They are part of the second phase of the Dar es Salaam Metropolitan Development Project (DMDP), in conjunction with the World Bank (WB), to improve urban services and institutional capacity in the Dar es Salaam Metropolitan Area and to facilitate potential emergency response.
The second phase (DMDP 2), includes over 250 kilometers of roads, constructing and upgrading 90 kilometers of major stormwater drainage systems, establishing 9 bus stations, building 18 markets, and creating 3 modern landfills directly benefiting approximately four million residents.
The project cost is 438 million USD, with the World Bank (WB) providing a loan of 385 million USD and Invest International (Ministry of Foreign Affairs, Government of the Netherlands) granting 53 million USD.
The Minister of State in the President’s Office for Regional Administration and Local Government (TAMISEMI), Hon. Mohamed Mchengerwa, witnessed the signing of the contracts.
During the ceremony, he explained that these road projects reflect the government’s commitment to improving the quality of life for Dar es Salaam’s residents and enhancing the city’s appearance.
He directed TAMISEMI’s Permanent Secretary, Adolf Ndunguru, to collaborate closely with TARURA’s Chief Executive to ensure the efficient execution of these contracts, following the successful implementation of the first phase.
He also disclosed that 19 tenders have already been announced and are in various stages of procurement, paving the way for the prompt implementation of DMDP Phase II projects.
“Out of these 19 advertised tenders, today we witnessed the signing of eight initial contracts valued at TZS 190.04 billion,” he concluded.
Dar es Salaam Metropolitan Development Project (DMDP)
The main objective of the project is to enhance the capacity of Dar es Salaam’s municipalities to deliver high-quality services to citizens by constructing essential infrastructure and strengthening institutional capabilities in areas such as resilient infrastructure, local revenue collection, urban planning, and disaster management.
Other project components include developing climate-resilient infrastructure, managing solid waste, and improving project management.
The first phase of DMDP was approved in 2015 and at the time of its closure in January 2023, it had benefited 4.1 million people through constructing 207.8 km of roads, protecting 406 ha of urban land from flooding, and upgrading 152 low-income informal settlements.
DMDP 2 entails: (i) increasing coverage of project activities to include the newly established Ubungo and Kigamboni Municipalities of Dar es Salaam; (ii) implementing infrastructure sub-projects that were planned to be executed under DMDP phase 1 but could not be accommodated due to financing limitation; (iii) make further interventions to address the still unaccomplished high demand for infrastructure development by extending coverage into remaining areas of Kinondoni and Temeke Municipalities, and the Dar es Salaam City (formerly Ilala Municipality) including roads, flood control & storm water drainage, infrastructure facilities in unplanned settlements and other key urban services; and (iv) establish city-wide solid waste management systems and supportive infrastructure & landfill facilities.
