On 14th August 2024, the President of the United Republic of Tanzania, Hon. Dr. Samia Suluhu Hassan, announced a series of significant appointments and transfers of various government leaders.
A: Appointment of Ministers
- Hon. Prof. Palamagamba John Aidan Mwaluko Kabudi (MP) has been appointed as the Minister of Constitution and Law;
- Hon. William Vangimembe Lukuvi (MP) has been appointed as the Minister of State, Prime Minister’s Office (Policy, Parliament, and Coordination);
- Hon. Jenista Joackim Mhagama (MP) has been appointed as the Minister of Health, replacing Ummy Ally Mwalimu , dismissed from her ministerial position and no longer part of the Cabinet. Prior to this appointment, Hon. Mhagama was the Minister of State, Prime Minister’s Office (Policy, Parliament, and Coordination); and
- Hon. Ambassador Dr. Pindi Hazara Chana (MP) has been appointed as the Minister of Natural Resources and Tourism. Prior to this appointment, Hon. Chana was the Minister of Constitution and Law, taking over from Hon. Angellah Jasmine Kairuki (MP), who has been appointed as the President’s Advisor.
B: Appointment of Attorney General, Deputy Attorney General, Chief Government Counsel, and Court of Appeal Judge
- Mr. Hamza Johari has been appointed as the Attorney General. Prior to this appointment, Mr. Johari was the Director-General of the Tanzania Civil Aviation Authority (TCAA), taking over from Hon. Justice Dr. Eliezer Mbuki Feleshi, who has been appointed as a Judge of the Court of Appeal;
- Mr. Samwel Maneno has been appointed as the Deputy Attorney General. Prior to this appointment, Mr. Maneno was the Assistant to the President on Legal Affairs. Mr. Maneno takes over from Ambassador Prof. Kennedy Gastorn, who has been appointed as the President’s Advisor on Legal Affairs and Contracts; and
- Dr. Ally Saleh Possi has been appointed as the Chief Government Counsel. Prior to this appointment, Dr. Possi was the Deputy Permanent Secretary at the Ministry of Transport.
C: Appointment of Regional Administrative Secretary and Deputy Permanent Secretaries
- CP. Salum Hamduni has been appointed as the Regional Administrative Secretary of Shinyanga Region. Prior to this appointment, CP. Hamduni was the Director-General of the Prevention and Combating of Corruption Bureau (PCCB), taking over from Prof. Siza Tumbo, who has returned to Sokoine University of Agriculture (SUA);
- Mr. Ismail Rumatila has been appointed as the Deputy Permanent Secretary, Ministry of Health. Prior to this appointment, Mr. Rumatila was the Director-General of the National Identification Authority (NIDA);
- Mr. Atupele Webster Mwambene has been appointed as the Deputy Permanent Secretary, President’s Office – Regional Administration and Local Government, responsible for education. Prior to this appointment, Mr. Mwambene was the Director of Policy and Planning at the Ministry of Education, Science, and Technology;
- Mr. Abdul Rajab Mhinte has been appointed as the Deputy Permanent Secretary, Ministry of Livestock and Fisheries, responsible for livestock. Prior to this appointment, Mr. Mhinte was a Senior Officer in the President’s Office – State House; and
- Mr. Methusela Stephen Ntonda has been appointed as the Deputy Permanent Secretary, Ministry of Culture, Arts, and Sports. Prior to this appointment, Mr. Ntonda was a Senior Officer in the President’s Office – State House.
D: Transfer of Deputy Permanent Secretaries
- Dr. Grace Elias Magembe has been transferred from the Ministry of Health to become the Deputy Permanent Secretary, President’s Office – Regional Administration and Local Government, responsible for health;
- Dr. Charles Enock Msonde has been transferred from the President’s Office – Regional Administration and Local Government to become the Deputy Permanent Secretary, Ministry of Works;
- Dr. Wilson Mahera Charles has been transferred from the President’s Office – Regional Administration and Local Government to become the Deputy Permanent Secretary, Ministry of Education, Science, and Technology, responsible for primary and secondary education;
- Prof. Daniel Elius Mushi has been transferred from the Ministry of Livestock and Fisheries to become the Deputy Permanent Secretary, Ministry of Education, Science, and Technology, responsible for science and higher education;
- Dr. Franklin Jasson Rwezimula has been transferred from the Ministry of Education, Science, and Technology to become the Deputy Permanent Secretary, Ministry of Constitution and Law;
- Dr. Khatibu Malimi Kazungu has been transferred from the Ministry of Constitution and Law to become the Deputy Permanent Secretary, Ministry of Energy, responsible for electricity and renewable energy. Additionally, Dr. James Peter Mataragio will serve as the Deputy Permanent Secretary, Ministry of Energy, responsible for petroleum and gas;
- Mr. Ludovick James Nduhiye has been transferred from the Ministry of Works to become the Deputy Permanent Secretary, Ministry of Transport; and
- Dr. Suleiman Hassan Serera has been transferred from the Ministry of Culture, Arts, and Sports to become the Deputy Permanent Secretary, Ministry of Agriculture, responsible for cooperatives and irrigation. Additionally, Dr. Hussein Mohamed Omar will serve as the Deputy Permanent Secretary, Ministry of Agriculture, responsible for crop development and food security.
E: Transfer of District Commissioners
- Colonel Maulid Hassan Surumbu has been transferred from Tarime District to become the District Commissioner of Mbarali. Colonel Sulumbu takes over from Brigadier General Denis Filangali Mwila, who has been assigned other duties;
- Major Edward Flowin Gowele has been transferred from Rufiji District to become the District Commissioner of Tarime;
- Mr. James Wilbert Kaji has been transferred from Tanga District to become the District Commissioner of Moshi;
- Mr. Zephania Stephan Sumaye has been transferred from Moshi District to become the District Commissioner of Lushoto;
- Mr. Japhari Kubecha Mghamba has been transferred from Lushoto District to become the District Commissioner of Tanga;
- Ms. Rebecca Sanga Msemwa has been transferred from Morogoro District to become the District Commissioner of Bahi;
- Ms. Gift Isaya Msuya has been transferred from Bahi District to become the District Commissioner of Pangani; and
- Mr. Mussa Ramadhani Kilakala has been transferred from Pangani District to become the District Commissioner of Morogoro.
F: Appointment of District Administrative Secretary
- Ms. Proscovia Jaka Mwambi has been appointed as the District Administrative Secretary of Bukoba District.
G: Transfer of Executive Directors of Councils
- Mr. John Lipes Kayombo has been transferred from the Dodoma City Council to become the Executive Director of Arusha City Council;
- Mr. Juma Hamsini Seph has been transferred from Arusha City Council to become the Executive Director of Tanga City Council;
- Mr. Fredrick Damas Sagamiko has been transferred from Tanga City Council to become the Executive Director of Dodoma City Council;
- Mr. Elihuruma Mabelya has been transferred from Temeke Municipality to become the Executive Director of Dar es Salaam City Council;
- Mr. Jomary Mrisho Satura has been transferred from Dar es Salaam City Council to become the Executive Director of Temeke Municipality;
- Ms. Joanfaith John Kataraia has been transferred from Morogoro District Council to become the Executive Director of Singida Municipality;
- Mr. Jeshi Godfrey Lupembe has been transferred from Singida Municipality to become the Executive Director of Morogoro District Council;
- Mr. Khamis Jaaphar Katimba has been transferred from Msalala District Council to become the Executive Director of Malinyi District Council;
- Ms. Rose Robert Manumba has been transferred from Malinyi District Council to become the Executive Director of Msalala District Council;
- Mr. Stephen Edward Katemba has been transferred from Sumbawanga District Council to become the Executive Director of Mbarali District Council;
- Mr. Missana Kalela Kwangura has been transferred from Mbarali District Council to become the Executive Director of Sumbawanga District Council;
- Ms. Happines Joachim Msanga has been transferred from Kwimba District Council to become the Executive Director of Karagwe District Council; and
- Dr. Amon David Mkoga has been transferred from Karagwe District Council to become the Executive Director of Kwimba District Council.
H: Appointment of Heads of Institutions
Moremi Andrea Marwa has been appointed as the Director-General of the Tanzania Telecommunications Corporation (TTCL). Prior to this appointment, Marwa was the Chief Executive Officer of the Prisons Corporation Sole (SHIMA); and
Crispin Chalamila has been appointed as the Director-General of the Prevention and Combating of Corruption Bureau (PCCB). Prior to this appointment, Mr. Chalamila was a Senior Officer in the President’s Office – State House;
